Planning Board Minutes
February 13, 2006
4:30p.m.
Town Hall

Present:        William Meegan, Chair, Mitch Posin, Russell Walton, Edward Kenyon, Janet Weidner and Deborah Cini, Administrative Assistant.

Public:         Lenny Jason, Building Inspector and Jim Hickey.

Call to Order:
Mr. Meegan called the meeting to order at 4:30p.m.

The minutes of January 23, 2006 were approved with amendments.

Tree Trimming:
Mr. Hickey, acting as caretaker for the Chapman's property, came before the Board seeking permission to trim treetops on Meeting House Road. These trees are blocking the Chapman's ocean view. The Board determined they have no objection to the tree trimming, however it is not within their jurisdiction to approve. The Board suggested Mr. Hickey meet with the Board of Selectmen and seek permission from them. The Board thanked Mr. Hickey for coming before the Board.

Warrant Article:
The Board was presented with a bill for $2,000 from the Wampanoag Environmental Laboratory. The lab monitors nitrogen levels in Menemsha Pond and Squibnocket Pond.
The bill was submitted on Feb. 2, 2006 so therefore requires a Warrant Article since it was for 2005. Mr. Posin moved to approve the bill and request a Warrant Article for the April Annual Town Meeting. Mr. Meegan seconded the motion. Motion approved by all. A memo will be sent to the Board of Selectmen requesting the Warrant Article.

Wireless Bylaw:
Mr. Kenyon presented a copy of the Aquinnah Wireless Bylaw. Mr. Fenner requested the Planning Board look into it to see if the bylaw would apply to Chilmark. The Board will review the bylaw and address it at its next meeting. Ms. Cini was instructed to obtain further information.

Subdivision Regulations:
The Board worked on revising the Subdivision Rules & Regulations. In addition to this the Board also considered how to improve the roads in Chilmark.
